Blue Alliance... the basic place for data and rankings
Google forms is a resource recommended for smaller teams and is very easy to set up.
Excel is a great resource to organize data in a specific way. Great for smaller teams and larger teams.
Paper is always a perfect option and sometime simply notes about a robot can be gold. Teams can either print specific forms or plain paper with notes 
On any app store if you look up "FRC Scouting app" there are a lot of apps out there.
